Tax Exemptions and Franchise Fee Refunds

Reminder for Area Businesses

Greater Dubuque Development works closely with our partners in both the private and public sectors.  To that end, we try to provide timely information and reminders about programs and policies that can assist your business.  While it is not always top of mind, the following information may benefit your business so that YOU and your company to be great here!  Please contact your utility provider or visit the links below to learn more.

State Tax Exemption:

Per state law, any business that manufactures a product may be eligible to receive a state tax exemption on the natural gas, water, and electric usage that is used to make the product.  Examples of exempt equipment include compressors, welders, lasers, dust collectors, etc.  Examples of equipment that are not exempt include vending machines, lighting, microwaves, monitors, etc.  To start the process of updating your tax exemption status, please reach out to  your electric, natural gas and water utilities or visit the Iowa Department of Revenue’s website.

Franchise Fee Refund:

Once your electric, natural gas, and/or water accounts are updated with their correct exemption levels, your business may also be eligible to receive a franchise fee refund from the City of Dubuque.  The City offers this refund annually and all of the paperwork must be filed with the City’s finance team by June 15 for the previous year’s fees.  After July 1, your business will not be eligible for a refund for the previous year.  To start the refund process, visit the City of Dubuque Accounts Payable Department online or reach out them at 563.589.4135. The necessary paperwork is available for download on the website along with information about how to submit completed forms.

NOTE: Health care facilities, schools, and universities are 100% tax and franchise fee exempt.
