Reflecting on 30 Years of Service

A Letter from Rick Dickinson

As I prepare to step down after 30 years as President & CEO of Greater Dubuque Development Corporation, I find myself reflecting with gratitude on the journey that has brought me here and the community that has shaped my life’s work.

My commitment to public service began in 1978, when at 25 I had the honor of being elected Mayor of my home town Sabula, Iowa. That early opportunity sparked a belief that local leadership can meaningfully improve people’s lives. Over the years, I continued that work as a council member, county supervisor, and later as a member of the Iowa House of Representatives from 1990 to 1994. Throughout that time—and my concurrent career in industrial sales—I learned the value of listening, collaborating, and building partnerships that stand the test of time.

In 1995, I had the privilege of joining Greater Dubuque Development Corporation as President and CEO. From the beginning, my focus was simple: strengthen this region through strong public-private collaboration. What followed were three decades of progress driven not by one individual, but by a shared belief in what this community can accomplish when we work together.

I am proud of what we have achieved: the revitalization of the Port of Dubuque and Mississippi Riverfront; the development and expansion of our industrial parks; the creation of the Bright Minds Campus to help address child care needs; and our work to expand universal broadband access across the region. These efforts—and many more—were possible because business leaders, elected officials, community members, and our dedicated team believed in a common mission.

I have also been fortunate to serve this community beyond my work at Greater Dubuque Development—as Board Member of Dubuque Initiatives, Campaign Chair for United Way of Dubuque in 2002, as a founding board member of the Iowa Child Advocacy Board, founding Board member of the Jackson County Economic Alliance, and as Board Member for the Dubuque Racing Association (DRA), serving as the Chairman of the Board from 2017-2018. Each of these experiences has deepened my appreciation for the people and organizations that make our region exceptional.

As I move forward, I do so with deep gratitude. The Greater Dubuque area has given me a lifetime of opportunity, purpose, and connection. I am confident that Greater Dubuque Development—guided by strong partnerships and a shared commitment to our community of choice—will continue to thrive.
