Opportunity Dubuque Program Outcomes for FY 2024-2025

Opportunity Dubuque continues to make a significant impact by equipping individuals with the skills and credentials that meet the region’s workforce demands. Through a strategic partnership between Greater Dubuque Development’s Dubuque Works collaborative and Northeast Iowa Community College (NICC), Opportunity Dubuque provides tuition and coaching support for targeted skills training in high-demand industries. This program’s success is driven by its ability to align training programs with the region's specific needs, based on the annual Greater Dubuque Skills Gap Analysis and validated through business visits conducted by Greater Dubuque Development. 

From July 2024 through June 2025, Opportunity Dubuque achieved notable results. 

Fiscal Year 24-25 Impact:

  • 278 total students enrolled
  • 171 program completions
  • 94% of those program completions are employed or continuing education
  • 45 students funded through DubuqueWORKS 

Since its launch in 2011, Opportunity Dubuque has grown into an essential resource for both individuals and businesses.

All-Time Impact Since 2011:

  • 4,558 total enrollees
  • 3,882 completions earning industry-recognized credentials
  • 92% employed or continuing education after completion
  • 391 students funded through DubuqueWORKS 

Training opportunities align with employer demand in fields such as healthcare, advanced manufacturing, construction, transportation, business services, and child care. Career coaches provide one-on-one support to help students choose the right program, access resources, and successfully transition to the workforce.

Thanks to strong collaboration among funders, educators, employers, and community partners, Opportunity Dubuque continues to change lives while strengthening the local workforce.
