HODGE and Outfly Development Break Ground on Verena Court, Expanding Industrial Capacity in Dubuque

On Monday, June 29, 2026, Outfly Development, a Dubuque-based real estate development and operating company, broke ground on Verena Court, a multi-phase industrial development in the Dubuque Industrial Center South. What began as a platform built to support HODGE's own real estate needs, Outfly Development, has grown into an independent developer managing more than 1.7 million square feet across the region.

Over recent months, Greater Dubuque Development partnered with Outfly Development, HODGE, and the City of Dubuque as the project took shape, helping bring together a local developer, a growing operating company, and available industrial land to move the development from concept to construction. Outfly’s plan relocates HODGE into a purpose-built flagship materials handling facility while opening new, build-ready industrial capacity the region can offer to future employers.

Phase I of Verena Court is purpose-built to match the way HODGE operates, featuring a modernized operational layout, dedicated space for customer support, and state-of-the-art training facilities for service technicians. Designed with room to grow, the facility is built to support HODGE's broader operating units as the company continues to expand.

Phase II opens the opportunity to others. Approximately five adjacent acres remain available now as a flexible build-to-suit site, with capacity for up to 100,000 square feet configurable for a single user or multiple tenants. The site offers direct access to Seippel Road and proximity to U.S. Highway 20, creating build-ready industrial capacity that strengthens the region's ability to respond when the next expansion or recruitment opportunity arises.

Speculative industrial development is rare in tertiary markets like Dubuque because the financial risk is often too great for developers. Outfly Development and HODGE worked creatively with Greater Dubuque Development to anchor the project with a build-to-suit facility that reduces the risk associated with creating additional industrial space. The result is something the region rarely gains: new, build-ready industrial capacity that is available now and positioned to support future business expansion and attraction.
