Greater Dubuque Development Engaged and Advocating

Greater Dubuque staff is consistently in the field, communicating one-on-one with the private sector to gauge opportunities, challenges, and the potential impacts of public infrastructure projects on businesses and institutions.  To that end, staff attended and engaged with stakeholders at two separate public information meetings on Thursday, February 27, 2025 focused on major roads projects that will impact Dubuque residents and businesses in the near future.

The first of two public information sessions was attended by Rick Dickinson, President & CEO, and Daniel McDonald, Director of Existing Business. The meeting was hosted by the City of Dubuque to engage stakeholders in updates and gather input on the East-West Corridor Capacity Improvements project. This project plans for four roundabouts along the University Avenue corridor, from approximately Pennsylvania Avenue through the intersection of University Avenue and Delhi Street.  

Representatives from the City and HDR, the engineering firm assisting with the project, were available to answer questions.  The project is in the early stages and more study, design, and input will be required over the coming years. Traffic control and flow, especially along the East-West corridor of Dubuque, is a safety, quality of life, and commerce issue for the residents and businesses in the Greater Dubuque region.

The second public information session on February 27th, this one hosted by the Iowa Department of Transportation (DOT), was attended by Rick Dickinson, President & CEO, and Jason White, Vice President of Business Services. During this meeting, attendees learned about and provided input on the proposed US 20 westbound bridge replacement, 0.6 miles east of the NW Arterial, over Middle Fork Catfish Creek and the rail line.

The project will include the construction of a new 471’ x 40’ bridge, installing new guardrail, and constructing new bridge approaches with wider paved shoulders. During the bridge replacement, traffic will be down to one lane in the westbound direction and two lanes for the eastbound direction. Access to businesses and homes will be provided by temporarily managing vehicle traffic at entrances and local roads. Bridge construction is expected to start spring 2026 and end late fall 2026.
