Revitalize Iowa’s Sound Economy (RISE) Program
The RISE Program is used for the establishment, construction, improvement and maintenance of roads and streets that promotes economic development in the State of Iowa through construction or improvement of roads and streets. There are two types of projects: immediate opportunity and local development.
Immediate Opportunity Projects are used to secure new and expanding companies in the location of business facilities that will result in permanent job creation or retention. Applications are accepted throughout the year for immediate opportunity projects and typically have first priority for available RISE funding.
For a project to qualify, a company must meet 100 percent of the annual laborshed wage rate for the Greater Dubuque area. The maximum amount you can receive is up to $12,000 per job.
Project activities or costs eligible for RISE funding include only the following:
- Roadway resurfacing, rehabilitation, modernization, upgrading, reconstruction or initial construction.
- Bridge and culvert repair, modernization, replacement or initial construction.
- Roadway intersection and interchange improvements including warranted traffic signalization when it is integral to the improvement.
