Neighboring Illinois Counties Enact COVID-19 Mitigation Measures

  • In response to an increase in positive cases in Northwest Illinois, stronger restrictions have been put in place for counties including our neighboring Jo Daviess county. Measures include limits on gatherings to 25 persons, bars and restaurants are only permitted to have outdoor service, and social distancing measures are outlined for outdoor dining. Iowa Department of Public Health Adjusts Quarantine Guidance

  • The IDPH has adjusted quarantine recommendations for people that have been exposed to a positive case of COVID-19. (Recommendations for non-healthcare, non-residential settings including businesses, education and child care). Read documentation from IDPH. Adjusted recommendations include:

    • Close contacts of COVID-positive cases will no longer need to quarantine for 14 days if a face covering was worn consistently and correctly by the positive case and close contacts. The positive case must isolate. The close contacts should self-monitor.  Individuals who are a close contact due to exposure to a household member are required to quarantine for at least 14 days

    • People currently in quarantine may be released from quarantine if a face covering was worn consistently and correctly by the positive case and close contacts during exposure.

    • If the positive case wore a face covering, but close contacts did not, those close contacts must be quarantined.

    • If the positive case did not wear a face covering, close contacts must quarantine whether or not they wore a face covering.

    • Quarantine of close contacts will still be necessary in residential and healthcare settings. 

State of Iowa Announces $10 Million Registered Apprenticeship Grant Program

  • Two new Registered Apprenticeship grant opportunities totaling $10 million funded by the Coronavirus Relief Fund: 

    • The first grant opportunity is available to high schools, nonprofits, and small businesses with less than 50 employees. These grants total $5 million, with a maximum grant of $50,000 per applicant. The grant can be used to purchase equipment, tools, simulators, instructional materials, updated curriculum, or other necessary items to expand or create Registered Apprenticeship programs that provide for online learning as well as hands-on learning when necessary and safe.

    • The second grant opportunity is available to post-secondary institutions and healthcare employers. These grants also total $5 million, with a maximum grant of $250,000 per applicant. The grant can be used to purchase equipment, tools, simulators, instructional materials, updated curriculum, or other necessary items to expand or create Registered Apprenticeship programs that provide for online learning as well as hands-on learning when necessary and safe

Greater Dubuque Development Received State Grant for Opportunity Dubuque Manufacturing Program

  • On September 23, Greater Dubuque Development was notified that we are the recipient of  a $100,000 Coronavirus Relief Fund Employer Innovation Fund grant award from Iowa Workforce Development. Governor Reynolds announced awards to 65 applicants to provide postsecondary training and education to Iowans whose employment has been impacted by the Coronavirus pandemic.
  • Greater Dubuque Development's project, Opportunity Dubuque Manufacturing Essentials was developed in partnership with Northeast Iowa Community College, the Dubuque Works collaborative, and three lead manufacturing partners to develop in-demand training for approximately 70 new and existing employees in need of manufacturing skills. In Dubuque County, more than 2,600 claims for unemployment were generated from manufacturing, the region’s largest industry. This project will train workers who are un- or under-employed to shift careers or obtain employment in manufacturing with Rite-Hite Corporation, Engineering Services and Products Company, or HODGE initially, with opportunities to expand the model to additional employers if successful. 
  • Three other projects in Dubuque were awarded grants: Four Mounds Foundation, Clarke University, and Truck Country. 

Additional Test Iowa Site to Open in Dubuque on Monday

  • Starting Monday, September 28th Iowans will have another location in Dubuque to get COVID-19 testing. Grand River Medical Group will offering testing through the Test Iowa Initiative at their Respiratory Clinic at 1400 University Avenue Monday – Thursday, 12:00 p.m. – 7:00 p.m. and Friday 12:00 p.m. – 5:00 p.m., by appointment only, scheduled online through the Test Iowa website.
  • Those who want to be tested through the Test Iowa program must go to Testiowa.com and complete the questionnaire. After they complete the questionnaire, they will receive a QR code and may request an appointment at a local clinic location. 
  • Epic Health and Wellness Clinic, located at 1075 Cedar Cross Road, continues to operate a drive-thru test site Monday through Friday by appointment.

State of Iowa Offers Free Virtual Counseling and Assistance - COVID Recovery Iowa

  • The State of Iowa has received federal funding from FEMA to offer free virtual counseling and assistance to those affected, in any way, by COVID-19.  COVID Recovery Iowa provides counseling, virtual activities, referrals and help finding resources to any Iowan seeking assistance or a listening ear. Iowa Workforce Development Announces "Lost Wages Assistance" Program has Ended

  • FEMA and the U.S. Department of Labor have informed Iowa that the “Lost Wages Assistance” program has ended. Iowans whose unemployment is the result of the pandemic, and who are eligible for at least $100 in benefits each week, will qualify for up to a maximum of six weeks of $300 in additional weekly benefits.

Iowa Workforce Development Issues Lost Wages Assistance Program Payments

  • Iowa Workforce Development announced today that it is accepting applications and processing claims under the Lost Wages Assistance (LWA) program.  LWA benefit payments will be received by claimants in 5-7 business days.  The LWA program pays eligible claimants an additional $300 per week and the first payment will include retroactive payments to the week ending Aug. 1, 2020.
