Centers for Disease Control Expands Definition of "Close Contact"

  • The CDC updated its definition of a "close contact" for purposes of recommending self-quarantine or additional monitoring for the development of COVID-19 symptoms.  A close contact is now defined as "Someone who was within 6 feet of an infected person for a cumulative total of 15 minutes or more over a 24-hour period starting from 2 days before illness onset (or, for asymptomatic patients, 2 days prior to test specimen collection) until the time the patient is isolated."  This means individual exposures added together over a 24-hour period (e.g., three 5-minute exposures for a total of 15 minutes) are considered a clost contact.  Close contacts are advised to self-quarantine for 14 days, avoiding public places, the workplace, and other people, and monitor for the development of COVID-19 symptoms. They are also advised to test for COVID-19 as many cases are asymptomatic. 
  • Other factors to consider when defining close contact include proximity (closer distance likely increases exposure risk), the duration of exposure (longer exposure time likely increases exposure risk), whether the infected individual has symptoms (the period around onset of symptoms is associated with the highest levels of viral shedding), if the infected person was likely to generate respiratory aerosols (e.g., was coughing, singing, shouting), and other environmental factors (crowding, adequacy of ventilation, whether exposure was indoors or outdoors).  At this time, CDC advised that determination of close contact is the same whether or not either party was using face coverings, respirators or other PPE.

Small Business Administration and U.S. Treasury Announce Simpler PPP Forgiveness for Loans of $50,000 or Less

This action streamlines the PPP forgiveness process to provide financial and administrative relief to America’s smallest businesses while also ensuring sound stewardship of taxpayer dollars. Hy-Vee Offers Free Testing at Locust Street Location in Dubuque

  • Hy-Vee has expanded its free COVID-19 testing service to more locations, including it's Locust Street location (400 S. Locust St.) in Dubuque.  Each location can accommodate up to 12 patients per hour. The tests are free and are administered via a Hy-Vee pharmacy drive-thru testing process. Individuals do not have to have COVID-19 symptoms to be tested, but they must register online to receive a test voucher number, testing site and appointment time. The COVID-19 tests are being coordinated by eTrueNorth.
