Iowa Workforce Development (IWD) Releases Information on Two Programs Available to Iowans

  • Pandemic Emergency Unemployment Compensation (PEUC) provides an additional 13 weeks of federally funded benefits to individuals who have exhausted their 26 weeks of regular state unemployment benefits.  PEUC is available for weeks of unemployment beginning on or after March 29, 2020, and continuing through the week ending December 26, 2020. The weekly benefit amount for PEUC is the same amount an individual receives for regular unemployment benefits. 
  • Due to the increased number of unemployment benefits since the middle of March, State Extended Benefits (EB) have been triggered.   Unemployed workers who exhaust their allotted weeks of regular state unemployment and then the 13 weeks of federal PEUC benefits will now be eligible for State EB, which provides up to an additional 13 weeks of regular unemployment benefits while State EB is still triggered “On” in Iowa.  The weekly benefit amount for State EB is the same amount an individual receives for regular unemployment benefits and PEUC.  No additional action is needed by individual claimants at this time as claimants will automatically be moved to the two new programs as they exhaust regular unemployment benefits.  Read the full statement.

Governor Reynolds Announces New Businesses to Reopen

  • Effective May 28th through June 17th, Restaurants and Bars can be open a 50% capacity and groups of 10 are now permitted (with social distancing and hygiene measures) Read the proclamation
  • June 1st, outdoor performance venues, casinos, amusements and skate parks/rinks can reopen at 50% capacity. Outdoor playgrounds will also be allowed to reopen.
    • Indoor theaters/performance venues, senior care centers, and indoor playgrounds continue to be closed.
  • The proclamation also includes new measures starting June 1st for mass gatherings and non-school sporting events.

Governor Reynolds Announces New Businesses to Reopen

  • Effective May 22nd, Movie theaters may reopen at 50% capacity; museums, aquariums, and zoos may reopen; and swimming pools may reopen only for lap swimming and lessons. Read the proclamation
  • Also announced during today's press conference, starting Friday, campground restrooms, showers, and cabins will be open. Playgrounds, shelters, and group sites will continue to be closed. Read more state park information.
  • Governor Reynolds announced that starting June 1, schools will be permitted to resume activities including baseball and softball. She also announced that bars will be permitted to open May 28th at 50% capacity for both indoor and outdoor seating.
  • Casinos and amusement parks remain closed under this new proclamation.

New Reporting for COVID-19 Case Numbers

  • Yesterday, Governor Reynolds announced that the State reporting dashboard will be changing from a one-time, daily update in case counts to a rolling update throughout the day. In light of these changes, Greater Dubuque Development will continue to give daily updates based on the available numbers at 10:00 a.m. Visit the COVID-19 Dashboard to see updates throughout the day.
  • As of 10:00 a.m., the State of Iowa has reported 15,296 positive cases. Dubuque County has a total of 286. The State has had a total of 367 deaths related to COVID-19.

Dubuque Initiatives Revises Small Business Loan Program

  • Change to the program now offers the option to immediately convert funding to a short-term, low-interest loan rather than quickly repay the funds after federal or state funding is received.
  • Borrowers can take out the $10,000 loan with no interest or fees for the first six months. After six months, it will be converted to a 30-month, 1% interest loan. Small businesses who wish may still utilize it as bridge funding.
  • Other changes to the program include the ability for sole proprietors and independent contractors to apply, as well as locally-owned franchisees. Read the full statement.

Iowa Department of Public Health Posts Additional Guidance for Reopening Businesses 

  • Reopening guidance was provided for all businesses as well as specific guidance for businesses that provide direct services to clients, including  but not limited to: salons, barber shops, massage therapy practices, medical spas, tanning salons, and tattoo parlors.

IRS Provides Flexibility for Employer-sponsored Health Care

  • The IRS Notice 2020-29 allows for mid-year changes to employer-sponsored health care coverage, healthcare FSAs and dependent care accounts.  The new rules also allow changes to your health care plan.

Governor Reynolds Signs New Proclamation Continuing State Public Health Emergency Declaration - Opens Additional Businesses on May 15, 2020

  • Statewide, restaurants, salons, barbershops, fitness centers, libraries, and other businesses may open at 50% capacity, practicing social distancing measures. Read the full proclamation for details.
  •  Bars, casinos, museums, skate parks, and playgrounds remain closed until May 27th.
  • Gatherings of more than 10 people are prohibited (religious services are exempt).

Dubuque County Launches COVID-19 Business Loan Program

  • The Dubuque County Board of Supervisors approved a COVID-19 Emergency Loan Program for Dubuque County small businesses. The program offers a three-year loan up to $10,000. Payments are deferred for the first six months and then payback of principal with a 1% interest rate for the remaining 30 months of the loan.
  • To qualify, businesses must be in Dubuque County but outside the City of Dubuque, have 25 or fewer employees, have a brick and mortar location, and been in business for 2 years.

Updates to COVID-19 Frequently Asked Questions

  • The Greater Dubuque Development FAQ page has been updated with current information including Safe at Work in Greater Dubuque and information on employees returning to work. 

Changes Made to State Reporting

  • Governor Reynolds announced changes made to the reporting at coronavirus.iowa.gov. Changes include a new dashboard with increased historical data, more filters, and Test Iowa assessment data. The reporting period for positive cases has also been changed. Previous reporting counted cases through 10:00 a.m. the day prior. The reporting period is now for 12:00 a.m. through 11:59 p.m. the day prior. Because of this change, there may appear to be inconsistencies with previous reporting.

Governor Reynolds Signs New Proclamation Continuing State Public Health Emergency Declaration - Opens Additional Businesses on May 8, 2020

  • Statewide, dental procedures may resume on May 8th as long as conditions are met. Campgrounds, Drive-in Movie Theaters, Tanning Facilities, and Medical Spas may reopen if they follow guidelines. 
  • Within the 22 county region including Dubuque, starting May 8, fitness centers remain closed but may take appointments, Malls and retail stores may reopen as long as they meet 50% capacity and guidance for social distancing and hygiene. Read the proclamation.
  • The proclamation also clarified guidance on Fraternal and Social Clubs as well as removed regulation prohibiting schools from beginning before August 23rd in order to support Return to Learn efforts.

Iowa Small Business Relief Grant Second Funding Phase -  Round 11 Notifications Sent

  • Another funding phase of Iowa Small Business Relief Grant award notifications were sent. 

CDC Releases Updated Guidance on Employees with a Suspected or Confirmed COVID-19 Case Returning to Work

  • Option 1: If, in consultation with a healthcare provider and local public health authorities knowledgeable about locally available testing resources, it is determined an employee will not have a test to determine if they are still contagious, the employee can leave home and return to work after these three conditions have been met:
    • The employee has had no fever for at least 72 hours (that is, 3 full days of no fever without the use of medicine that reduces fevers) AND
    • respiratory symptoms (cough/shortness of breath) have improved AND
    • at least 10 days have passed since their symptoms first appeared
  • Option 2: If, in consultation with a healthcare provider and local public health authorities knowledgeable about locally available testing resources, it is determined the employee will be tested to determine if the employee is still contagious, the employee can leave home after these three conditions have been met:
    • The employee no longer has a fever (without the use of medicine that reduces fevers) AND
    • respiratory symptoms (cough/shortness of breath) have improved AND
    • they received two negative tests in a row, at least 24 hours apart. Their doctor should follow CDC guidelines.
