East Central Intergovernmental Association

ECIA is a membership-supported organization comprised of local governmental bodies in five counties, Cedar, Clinton, Delaware, Dubuque and Jackson.  The services and programs provided by ECIA over six broad categories, Community Development, Economic Development, Housing Assistance, Special Programs, Transportation and Planning and Transit.
