The Greater Dubuque area is served by Black Hills Energy Corp. for its natural gas needs.  Black Hills Energy is a Black Hills Corporation company that provides electric and natural gas service to approximately 900,000 customers in Colorado, Iowa, Kansas, and Nebraska. Water and Waste Water

Sourced from underground wells, municipal water service is provided to all areas within the city limits of Dubuque.
